Added BOM character detection logic for checking the textbuffer in the scintilla editor to see if it has a BOM character. Because if it does then we don't want to insert another one. Normally this is not an issue as CM_OpenFile removes the BOM before loading the data into the editor control, but this additional logic protects us in case it is already in there anyways.

Small fix on correctly showing text encoding on opening new file.

Clicking the text encoding pane in the statusbar now opens a panel that allows you to change the text encoding for the current file.
You can switch between OEM/ANSI and UTF8 and it will apply the change immediately.
